Downtown Revitalization Project, Phase IV

About the Project

This project was a continuation of an initiative to improve the connection between the downtown central business district (CBD) and the University of Central Missouri (UCM). It incorporated infrastructure upgrades from earlier project phases that provided a consistent and more attractive look through the CBD on the Holden Street corridor. The Phase IV project limits included resurfacing from the Union Pacific RR to Grover Street, then continuing as a full roadway reconstruction to South Street. Design also included the reconstruction of ADA-compliant sidewalks and ramps, aesthetic streetscape and hardscape features (brick borders, historic lighting & signage, retaining walls), and public involvement assistance. ES&S also designed utility relocations, including the facilitation of underground electrical T&D lines by subconsultant (POWER Engineers). The project was jointly funded by the City and MoDOT [STP-6300(407)].

Project Features: Installation of new underground utilities and streetscape improvements. Improvements were constructed on South Holden Street from Grover Street to South Street with total asphalt replacement being completed from Railroad Street to South Street.

Project costs included construction, right-of-way acquisition, utility relocation, and engineering totaling $772,220. The City of Warrensburg’s contribution was $349,482, with the remaining costs funded through the Missouri Department of Transportation’s Surface Transportation Program in the amount of $422,738.
