About the Project

ES&S was engaged by the Conley Road Transportation Development District to prepare a FEMA Conditional Letter of Map Revision (CLOMR) application to modify the floodplain and floodway on over 5000_LF of Hinkson Creek due to the proposed East Boulevard bridge and right-of-way acquisition related construction on the Columbia Country Club golf course.  The existing FEMA regulated floodway at the proposed East Boulevard bridge location was very wide.  To construct an economical 4-span roadway bridge, roadway embankment fill at the bridge approaches needed to be placed in the floodway.  After extensive hydraulic modeling, it was determined that a “no-rise” certification was not practical at this site.  Therefore, a CLOMR application was required to approve an increase of the 100-year flood elevation on Hinkson Creek, and FEMA approval allowed the project to proceed.  Documentation for the final Letter of Map Revision (LOMR) was submitted to FEMA following the completion of construction and is awaiting final approval.

ES&S performed all field surveys, incorporated the HEC-RAS model prepared by the bridge consultant into an expanded model that included the downstream construction areas on the Columbia Country Club, and prepared the FEMA CLOMR submittal documents.  The application was reviewed and approved by the City of Columbia prior to submittal to FEMA.  ES&S assisted the City of Columbia with the public notice requirements.
